State to borrow Rs. 1,400 crore

HYDERABAD: The State government has sought to raise Rs. 1,400 crore through security bonds to tide over the present shortfall in revenue.
It has requested permission of the Reserve Bank of India to borrow money from the open market. It is likely to conduct an auction next week for the lending agencies, viz. banks, mutual funds and other financial institutions to buy AP Development loans, bonds at an interest determined by the supply-demand scenario. The government had raised its last two borrowings at an interest rate of 7.7 to 7.8 per cent.
The State government is supposed to restrict its market borrowings to four per cent of its Gross State Domestic Product (GSDP) which was close to Rs. 4 lakh crore last year. The limit for borrowings was raised from 3.5 per cent to 4 per cent of GSDP this year by the Union government.
Borrowing normThe market borrowings comprise not just security bonds, but also government guarantee for loans raised by different agencies and external aid. The market borrowings should not exceed Rs.14,000 crore during this financial year as per the Fiscal Responsibility Budget Management (FRBM) Act. In the last six months of the current fiscal, a sum of Rs.8,600 crore had already been borrowed.
However, officials maintain that the situation should not be construed as a financial crisis. It is a normal process of adjustment to balance revenue receipts and expenditure.
There was a shortfall in VAT due to economic slowdown and resultant negative impact on movement of goods, construction activity, spending on consumer goods and travel. Motor vehicle tax revenue too registered a decline due to the dip in sales of transport vehicles. Stamps and registration receipts fell by about 50 per cent due to poor real estate transactions.
Sunny sideOn the brighter side of it, there was slight increase in State’s share of indirect taxes and nominal eight per cent increase commercial taxes receipts at the end of July, compared to that of the previous year.

The Prakasam district youth Congress president, Mr K.V. Ramana Reddy, on Thursday locked the district Congress office seeking the elevation of Mr Y.S. Jagan Mohan Reddy as the new Chief Minister of state.
He added that Congress activists have started fasting in 56 mandals of the district which will continue till their demands are met.
Mr Ramana Reddy requested the Congress High-Command to organise a meet of the legislature party to appoint Mr Jagan Mohan as the new Chief Minister.
He added that only the welfare schemes initiated by the former Chief Minister, Y.S. Rajasekhar Reddy resulted in victory of the Congress in the recent elections.
So, AICC should select Mr Jagan to continue those popular schemes.
He vowed that they will continue fasting before the district congress committee office and will not open the office till any action is taken.
Meanwhile, the Union minister of state for steel, Mr A. Saipratap, reiterated the demand to make Mr Jagan Mohan Reddy the Chief Minister while withdrawing a eleven day hunger strike by Congress activists in Nandalur in Kadapa on Thursday.
Speaking on the occasion, the minister said that he would sacrifice his life for Y.S. Rajasekhar Reddy’s family and said that he was associated with the former Chief Minister for the last 30 years.
He opined that no other chief minister developed the state like YSR who helped the downtrodden, farmers and widows in the state.
Speaking on the occasion, the Rajampeta legislator, Mr Akeypati Amarnath Reddy, said: “The Congress high command has to keep in mind the public opinion and make Mr Y.S. Jagan Mohan Reddy the next Chief Minister.”

The much awaited film “Eenadu” starring Venkatesh, Kamal Hassan will hit the screens worldwide on 18th September. This bilingual film (named as “Unnai Pol Oruvan” in Tamil) is a remake of Neeraj Pandey’s “A Wednesday” which had some of the finest actors like Anupam Kher, Naseeruddin Shah. The Hindi version was one of the biggest hits of 2008 too. The Telugu version of this film, “Eenadu” is also the first time where Kamal Hassan and Venkatesh have shared the screen. The trailers of the film have created a lot of buzz and the film is touted to be a trendsetter in terms of its concept, narration. Both Venkatesh and Kamal Hassan have reiterated that it’s a brilliant film and hoped that people would also love this film. Sept. 17: The Chief Minister, Mr K. Rosaiah, is still to come to terms with the fact that he is now the head of the state cabinet.
This was evident from the video conference he held with district collectors in which he made several remarks as if he was still the finance minister and the final decision had to be taken by the ‘Chief Minister’.
For instance, while referring to the emptying of the existing stocks with rice millers to accommodate the produce in the coming kharif, Mr Rosaiah said the Chief Minister and civil supplies minister would immediately look into the matter. Then he corrected himself and said, “We would look into the matter.”
Likewise, while talking about Rajiv Arogyasri, he said the Chief Minister had developed a fool proof system to extend the benefit of the health insurance scheme to all the needy. Then he added that he meant the late Dr Y.S. Rajasekhar Reddy.
Surely, Mr Rosaiah alone cannot be blamed for all this since his ministers have not made him feel so far that he is their Chief Minister.

But kudos to the duo for keeping on working at it. Like once again, with Amy baby having to do a shoot in Italy, she ensured that she got to fly once again to nearby London to catch up with Kanav for coffee and some cuddling. These two sure seem to be having an ‘in-transit’ kinda love. But frankly dearies, as long as they are making it work (and notching up those miles and smiles) why should anyone care?

Is he enjoying all the attention his film is getting even before it’s been officially launched? “I like the fact that the symbol has created such a buzz. That was the whole intention of designing it. Even Yograj Bhat has given his interpretation and says it means ‘adbhuta’ (wonderful).
But there’s a lot of discussion about Aishwarya being in the film. I’m not going to accept or deny it. Because those things weren’t said by me,” says Uppi.
The last time he directed films like A, Om and Ssssh was in the ’90s. The Kannada audience has been exposed to different kinds of films since then, including trend-setting B-town films. Does he feel equipped to handle such an audience?
“I won’t toe the line like the rest and say it’s a different film. I’ve put myself in the audience’s shoes and made what I think they may like. It’s up to them to tell me whether I’ve updated myself or if I’m outdated,” he says.
And while the actor and film-maker refuses to reveal much else, he tells us that wife Priyanka will be heading the design team. “She likes styling and will be designing the costumes for the cast,” he says.
The actor is currently winding up Shrimathi, which also stars Priyanka and Celina Jaitly. Uppi and CJ even shot an intimate song recently. “I don’t think it’s a big deal. As actors, it’s a part of our job. Although it may look hot to the audience, they don’t realise that we’ve given five retakes, adjusted our hair-dos umpteen times, and also film it in front of an entire crew. So, canning such scenes is really painful!” he laughs.

A Balaji audition held asked aspirants to dress minimally and kiss! There may have been outrage, but no official complaint has been filed, says Dharmesh Tiwari, President, Cine and Television Artists' Association (CINTAA). Hence there will be no action. Censor Board member Nandini Sardesai, who feels strongly about the issue, says, “I find it in poor taste. Kissing passionately can hardly be the yardstick for judging acting skills. It is very demeaning to both males and females. It is very derogatory to the human spirit.” But what do actors from tellyland have to say? Well, while some preferred not to comment, a few others adopted the diplomatic route and of course a handful spoke their mind...
Sara Khan: This is not done! What about Indian culture? There will be no difference between India and other countries. People should reveal their talent and not their bodies.

With the Congress high command busy with election campaign in Maharashtra and Haryana, YSR loyalists maintained a low profile on Wednesday in their ‘Jagan for CM’ campaign. They are awaiting the return of AICC president Sonia Gandhi to New Delhi and the proposed meeting of Core Committee on Friday.
Many of the Ministers returned to their work in the Secretariat. Jagan camp decided to discontinue the practice of allowing mourners to call on the family members of Rajasekhara Reddy. After a meeting between Rajya Sabha member K.V.P. Ramachandra Rao and 15 Ministers, none of them spoke to the media on their demand for anointing Jaganmohan as the Chief Minister.

While the noted producer has been losing the sheen of the title ‘The man with the golden hand’ there seems to be one thing that has not changed. That is his devotion towards Lord Venkateshwara and the ‘Mokku’ (commitment) that he has with the supreme abode.
It is said that Dil Raju has got a sentiment that whatever director heworks with, once the film releases, he along with the director would go to Tirupathi and go for a ‘Gundu’ (tonsuring of head). Interestingly, some say that Dil Raju commits on director’s behalf and gets it done.

Just sometime back it was announced that there has been a merger between the audio giants Supreme audio and Aditya audio. However, though the merger happened, it is now being said that the Aditya Company is said to be concerned with the latest development.
Apparently, the merger happened at a whopping Rs 9 crores deal and as part of it all cassettes and CDs under Supreme label were merged into Aditya. However, it is now being said that the Supreme label has begun releasing audio on its own label once again.
Sources reveal that the legal agreement only mentioned about the merger but Supreme was careful to keep its label intact. It hasn’t sell its brand but only sold its products. Now, Aditya is said to be in tension since the idea of merger was to kill the competition and emerge as a monopoly. That looks a bit tricky right now.

It has been revealed that Congress workers paid off families who recently lost a member to report that the person died due to the 'shocking news of YSR's death'.
The 500 people in fact had died natural deaths but Congress workers paid between Rs 5,000 and Rs 15,000 to their families to make false claims to the media.
And here's the bombshell - the bribers were none other than workers of the Jagan Sena, the party supporting YSR's son Jaganmohan Reddy. And according to a TDP leader, the families were promised more money once Jagan is made the Chief Minister of Andhra Pradesh.
The cartel extended even to loyal officials who extended their support. Officials were ordered by State Collectors to Collectinformation about all the deaths that occurred during the time when YSR passed away. The details were then modified to paint a pictureof the 'shock death'. The data was then forwarded to the Jagan camp which released it to the medeia.
"To keep it suspicion-free, every formality, including the panchanama, was completed before recording the deaths," a revenue official said. He said officials visited houses of the deceased and interviewed the families. "They probed whether the deceased had watched YSR's funeral before suicide."

Telugu film Pista released some time back starring Vishal and Shriya. The film failed to do well at the box office. The news is that Vishal had first approached Ileana to play the leading lady in the film. The pretty actress was extremely busy at that time. She had the release of Kick coming up and many more projects. And that’s why she politely declined the offer.
However, it can be seen that though the film did moderate business, Shriya was at her best as usual. Telangana liberation day celebrated today

The Telangana Liberation Day, on which the erstwhile princely state of Hyderabad was merged with the Indian Union, was celebrated in a big way today by ruling Congress and other major parties including Telugu Desam and TRS here.
State Congress president D Srinivas unfurled the national flag at Gandhi Bhavan, the party headquarters, and Chief Minister K Rosaiah joined him in paying tributes to the martyrs, who fought against the Nizam of Hyderabad.
Paying homage to those put up resistance against the oppressive Nizam rule, Telugu Desam Chief N Chandrababu Naidu said, "the spirit of valour and sacrifice of the freedom fighters is a source of inspiration."
He also felicitated freedom fighters on the occasion.
As the Nizam sought to retain independence, the princely state of Hyderabad was merged with the Indian Union on September 17, 1948 following "police action" by the Union Government under the supervision of the then Home Minister Sardar Patel.
TRS president K. Chandrasekhara Rao led the celebrations by hoisting the tricolour at the party headquarters Telangana Bhavan here.
KCR, as the TRS chief is popularly known, alleged that some elements were trying to distort Telangana history and this was hurting the sentiments of people of the region.
"This will not be tolerated and we will teach them a lesson through our struggle," he said.
KCR also praised the Nizam or the ruler of erstwhile Hyderabad State.
"If you (people of Andhra Pradesh) respect Sir Arthur Cotton (British engineer), we hold Nizam in high esteem for building Nizamsagar (an irrigation project in Telangana)," he said.
